Wisconsin Voters to Decide Key Election Reform

Senate Joint Resolution 71, adopted by the Assembly 60-34, would amend the state’s Constitution to prohibit non-citizens from voting in state and local elections. Senate Joint Resolution 78, adopted by the Assembly 60-35, would prohibit private funding of state and local elections. Representative Tyler August (Lake Geneva), the Majority Leader of the Assembly, said “Both resolutions are common sense election measures and looks forward to the people weighing in on them at the ballot box. I am confident the voters will approve them overwhelmingly.” · Senate Joint Resolution 78, which would bar the use of private funds to administer elections, is expected to be on the April 2024 ballot. · Senate Joint Resolution 71, which would prohibit non-citizens from voting in local, state, or federal elections, will be on the November 2024 ballot. The Assembly also moved forward a proposal that would amend the Constitution with a requirement to have a photo ID to be eligible to vote. Although current law already requires a photo ID for voting, supporters believe the amendment to the Constitution is necessary to prevent opponents from challenging the State Statute. Senate Joint Resolution 73 has also cleared the Senate but needs to be adopted by both Assembly and Senate again in 2025-26 before going to the voters for approval or rejection. In addition to these resolutions, the Assembly approved more than a dozen bills that would revise election procedure. Topics covered by legislation include absentee voting, election fraud, election observers, confined voters, voter list foes, and setting a maximum age for serving as a Supreme Court Justice or Judge. Following passage, the Assembly’s election reform agenda was messaged to the State Senate for further consideration.
