MASSACHUSETTS: Take Action Now to Shore Up UI Fund!

While many states opted to allocate significant amounts of ARPA or CARES Act money for their battered unemployment insurance (UI) trust funds, Massachusetts lawmakers only provided $600 million. This resulted in the state bonding for $2.7 billion to pay back federal UI debt and shore-up the UI fund, money that must be repaid by Massachusetts employers through a COVID assessment in their UI bills. It is also worth noting that Massachusetts has billions of dollars in excess tax revenue along with unspent federal ARPA funds. There is no more appropriate use for this money than the UI Trust Fund. The depletion of the fund occurred due to state-mandated shutdowns and restrictions, which were not the fault of employers. Massachusetts has some of the most generous benefits and lax eligibility requirements for UI recipients, ranking it worst in the nation for UI taxes on employers. Lawmakers should help further shore-up this fund rather than depend on employer UI tax contributions. Contact your elected officials today and urge them to continue using state and federal dollars to shore-up the UI Trust Fund so it does not fall squarely on the shoulders of Massachusetts job creators.
