Senate Passes Bill to Cut the Inventory Tax

Senate Passes Bill to Cut the Inventory Tax

May 14, 2025

If the House agrees, the proposed state constitutional amendment would go before voters in November

NFIB State Director Jeff Burdett today applauded the Texas Senate for passing House Bill 9, a measure that would reduce the property tax burden on small businesses by increasing the exemption for business personal property.

The bill passed today raises the exemption for business personal property, including items such as equipment, tools, and furniture, from $2,500 to $125,000. If the House agrees to the changes, the proposed constitutional amendment will go before Texas voters in November.

“Texas is one of only nine states that still taxes business inventory,” Burdett said. “Businesses must pay a yearly tax on items they already own, like desks, computers, and unsold goods.

“Cutting this burdensome tax will give small businesses immediate relief and help them grow, create jobs, and support their communities,” Burdett said.

“On behalf of our members, I want to thank Lt. Gov. Dan Patrick, Sen. Paul Bettencourt, the Texas Senate for everything they do to support Main Street businesses.”
