Unemployment for Independent Contractors in Pennsylvania

Applicants can currently start the process, but there are delays and glitches

UPDATE: as of 5/8 the system for accepting unemployment benefit applications for the self-employed is now up and running. The state’s website says: 

Self-employed and Others Can Now File for Backdated Pandemic Unemployment Assistance Benefits

Approved claimants should get lump sum payments within 1 week of filing

Weekly certifications MUST be filed every week to continue receiving payments

NFIB wants to be sure our members who are independent contractors, freelancers, self-employed, or gig workers know that they can apply for unemployment benefits under the new Pandemic Unemployment Assistance (PUA) recently passed by Congress. In Pennsylvania, a website opened on April 23, but there have been initial glitches. https://www.uc.pa.gov/unemployment-benefits/file/Pages/Filing-for-PUA.aspx.

NFIB has learned that the site is only “partially opened” at this point according to the Department of Labor and Industry, but applicants can enter an email and then be alerted to a date when they can take further action. When the webpage is fully operational, we understand you will be able to file the required documentation. The state is not saying when anyone who applies will get their benefit.

NFIB finds this unacceptable and has asked that the Department do all it can to get the website up fully as soon as possible because many self-employed people have gone weeks without income. See News Release.
