On Wednesday, September 1st, NFIB PA State Director Greg Moreland testified before the Independent Regulatory Review Commission (IRRC) on regulations regarding RGGI. With numerous testifiers, speakers were limited to three minutes.

Small businesses need predictability and consistency for success. The past year and a half have presented challenges Pennsylvania’s small business community has not experienced in a century, and predictability has been in short supply. Introducing RGGI now adds yet more unknowns just as small businesses are trying to navigate recovery. Small business cannot afford energy costs rising more than 18 percent.
Not now, not ever.
