Legislative Links: Paid Sick Leave, Tort Reform and the Progressive Income Tax

This week lawmakers got busy drafting legislation for the spring session, which lasts till the end of May. Many of them are regurgitation from the 2019 session. NFIB is monitoring several bills that could impact small businesses.

Paid Sick Leave

One of our greatest concerns is Senate Bill 471, called the Healthy Workplace Act. This would mandate all employers to provide paid sick time off to all employees, even if they are part-time. Employees would accrue 1 hour of paid sick time for every 40 hours worked. 

Similar laws have passed in 13 states and numerous cities. NFIB has successfully stopped this bill in the past, but proponents of the measure think they have the votes and are determined to pass it this year. We will continue to oppose it but will also work with the legislative sponsor for the best possible terms should it come to a vote.

Tort Reform

Illinois NFIB Leadership Council Chair Bob Goray, the owner of JS Goray Inc., wrote a column about the high cost of lawsuit abuse in Illinois. It was published in the Lake County Gazette and is on the NFIB Illinois website.

Progressive Tax Proposal

The primary topic coming in 2020 is the propose progressive tax constitutional amendment scheduled for the November ballot. NFIB asked Illinois members in January what they thought – 86 percent oppose it, 6 percent support it, and 8 percent were undecided. 

Small Business Day at the Capitol

Mark your calendar and plan to attend our premier annual event in Springfield on April 1. We are lining up outstanding speakers and experts to provide attendees the most up-to-the-minute inside information. The event will start at 1 p.m. at the Sangamo Club, a short walk from the Capitol, and end at 3 p.m. to allow for time to visit lawmakers.
