In the final days of its 2009 session, the Arizona Legislature failed to pass House Concurrent Resolution 2037 (also referred to as SCR 1046), a measure that would have authorized the Secretary of State to submit a ballot proposition to Arizona voters on November 3, 2009, asking them to enact a temporary 1 percent increase in the state’s transaction privilege, use and severance tax.
A measure to change the current, graduated income tax structure comes up short.
