NFIB/Montana Legislative Update -- Feb. 26, 2009

Both houses of the 61st Montana Legislature have recessed after completing a sometimes testy transmittal week. The House recessed on Wednesday night after three days of marathon floor action to hear over 100 bills on second and third readings. The Senate recessed Thursday morning after an equally hard few days of floor action on nearly 100 bills.

NFIB/Montana Legislative Update -- Feb. 22, 2009

Except for a few odd ball bills, the final hearings on bills in both houses was Friday. This week is the point of the legislative session (day 45) where all general bills must have passed from their originating house over to the other chamber, or they die in the process.

NFIB/Montana Legislative Update -- Jan. 31, 2009

Gov. Brian Schweitzer used his State of the State address last Thursday night to unveil a proposed $44 million-a-year surcharge on oil and gas production to fund higher teacher salaries in the state. This came as a surprise to many Capitol pundits who remember only weeks earlier the governor said he would not raise any taxes or fees in this legislature.

NFIB/Montana Legislative Update -- Jan. 18, 2009

Montana's 2009 session wiggled through the second week of session with a noticeable calm between political parties and political leadership. A sharp contrast to the rancor of 2007 that eventually leads to no budget in the regular, 90-day session and having the governor calling a special session to get a constitutional mandated state budget. Hopefully, this attitude will continue into the upcoming third week of session beginning Jan. 19.

NFIB/Montana Legislative Update -- Jan. 25, 2009

The Montana Legislature had slower activity in week three. There is some speculation about why. Some are saying that since there is very little money, there is no reason to introduce and move forward with any legislation that has a price tag attached; an certainly there is no appetite for new tax or fee bills or even for reduction in revenue bills that would draw down an already shallow general fund. Other say they are just waiting to see what the Federal government sends us so they can introduce bills to spend it.

NFIB/Montana Legislative Update -- Jan. 10, 2009

Montana's 61st legislative session opened this past week on Jan. 5, 2009, with many organizational duties. The Montana House of Representatives is evenly split between both parties, 50-50, but has a Democratic Speaker and leadership because the law requires the leadership to be of the party of the governor if an even split occurs. The Montana Senate has 27 Republicans and 23 Democrats. The president of the Senate is Sen. Bob Story of Park City. Due to term limits, there are 44 true freshman legislators this session -- ones with no prior legislative experience.
