Governor Quinn unveiled a doomsday budget scenario this week ostensibly to scare lawmakers into voting for an income tax hike. So far, it hasn't worked. Lawmakers found his threats to be more of a gimmick than anything else. A likely scenario for lawmakers next week is to pass a budget that gives lump sums of money to state agencies, at a reduced level, and directs them to prioritize the spending.
