Government Contract Bundling Stifles Competition, Lowers Quality of Work

NFIB strongly supports efforts to stop government contract bundling, the practice of combining several smaller federal projects into one massive package too large for a small business to handle. When government contract bundling occurs, small businesses are no longer able to compete because of the size, diversity, aggregate dollar value or specialized nature of the procurement requirements. Government contract bundling reduces the quality of work on federal projects because it edges out small contractors who could do more work at a higher quality for less money. Since the federal government is the largest buyer of goods and services in the United States, it is unfair for small business to be pushed out of bidding through contract bundling. Ending government contract bundling would create greater competition and opportunity for small business to tap into government contracts.
