The General Assembly will convene in January 2009. Its top priority will be Virginia's projected $3 billion budget shortfall. Gov. Tim Kaine will start filling the budget gap by drawing money from the state's "rainy day" fund and cutting state programs and jobs. These actions are expected to save the commonwealth only $1 billion, so the General Assembly will need to find the remaining $2 billion in savings or additional revenue.
