Michigan House and Senate
The Michigan House is in recess this week and it is expected that they will not return until after the November election.
The Michigan Senate is expected to be in session on Thursday of this week, then recess until after the November election.
Issues
Proposed $700 Billion Mortgage Rescue Package
This morning at 11:00 State Director Charlie Owens participated in a White House conference call with Barry Jackson, Assistant to President Bush on financial issues, to receive an update on the $700 billion financial rescue package and its importance to small business. The Bill is being voted on in the House today.
Taxes
Michigan Business Tax: The Senate is expected to act on SB 1038, a bill supported by NFIB, which would make much needed corrections to the Michigan Business Tax (MBT). In Particular the bill would amend the definition of gross receipts to exclude amounts collected by a business for the state such as sales tax, tobacco taxes and other fees. Without the change, gross receipts are inflated and become a higher tax base under the gross receipts portion of the MBT.
Movie Tax Credits: On Thursday NFIB testified in support of two bills. The first would end the MBT surcharge; the second would cap the give-away program for the movie industry that comes out of the pocket of all business owners. While we would prefer an outright repeal of the movie credits, a cap is a first step.
