Budget Stabilization and Proration Prevention Act in Alabama

Issue Overview: This legislation calls for a constitutional amendment that would place spending limits, or caps, or both on the Education Budget and General Fund Budget. The amendment would also require the maintenance of 6 percent "rainy day accounts" in both budgets, to offset any revenue shortfalls.

NFIB Position: Eighty-nine percent of NFIB/Alabama members support this legislation, according to the Member Ballot. 

Issue Status: Legislation to accomplish this change was introduced in the 2004 Regular Session. Senate Bill 479 has been introduced again in the 2008 legislative session by Sen. Scott Beason (Gardendale).
