Immigration reform
Sen. Jim Ritchie (Spartanburg) took to the Senate floor last week for an update on the Conference Committee on Senate Bill 392, the immigration reform bill. He said the biggest difference between the House and Senate versions of the bill is that the House version would require employers to verify an applicant's legal status through the Department of Homeland Security's E-Verify program. The Senate version, however, would let employers continue using the Form I-9, which the government uses to verify a worker's legal right to work in the United States. NFIB/South Carolina believes either E-Verify or the I-9 should be allowed to determine whether someone can legally work in the state.
State spending cap bills move to the Senate floor
The Senate Finance Committee last week gave a favorable report to S.718, the state spending caps bill, and its companion enabling legislation, S.1220. In the Senate, S.718 will require a two-thirds vote for passage. It also requires a two-thirds vote from the House before the constitutional amendment question on whether to limit spending can be added to the ballot in the November election.
