Mandated Benefit Review Panel
Issue Overview: Several bills are introduced every year by special interest groups to mandate that certain health benefits be covered by all health insurance carriers. These hearings can be very emotional, especially taking into consideration the personal side. These bills are considered without actuarial study or review as to their cost and efficiency. Mandates do add significantly to the cost of health insurance.
NFIB Position: We continue to strongly support legislation that would establish a panel to review all healthcare mandates prior to any legislative enactment. This panel would take into consideration research data to determine the effectiveness and perform an analysis to determine the cost/benefit for each proposed mandate. Legislation to impose a moratorium on mandate may also be introduced and will have the support of NFIB/Rhode Island.
