The Texas Legislature will convene Jan. 9 and will last 140 days. During the first sixty days, only legislation classified as an "emergency order" by the governor will be considered. The real work and enactment of legislation will occur at the end of the session.
This session of the Texas Legislature has yet to define itself as many in the past have done. The last session was defined by the Texas Supreme Court's mandate that Texas fix its unconstitutional school finance system. Other sessions have seen tort reform, workers' compensation reform and prison reform as the key issues challenging legislators.
For small business, the key issues will be how the state reforms the new business tax -- a tax based on your gross receipts. Other issues we are folllowing will involve unemployment insurance reform, controlling government growth and stopping the regulatory costs that government frequently passes to Texans.
