Former New York City mayor Rudy Giuliani was in South Carolina to campaign for state Rep. Ralph Norman, an NFIB member, in his campaign to unseat U.S. Rep. John Spratt (S.C.). Giuliani stressed that if Norman and other like him are defeated, the tax relief that has been so effective will be curtailed.

Giuliani, a possible presidential candidate, headlined a fundraiser for Norman at O's, a restaurant in Greenville. Norman has been a proven advocate for small business as a member of the South Carolina state legislature. Giuliani said that the president will need allies like Norman to continue to enact tax relief and a pro-small-business agenda.

Spratt does not have a record of voting in favor of small business. According to How Congress Voted, NFIB's collection of votes on key small-business issues, Spratt has consistently voted against small business nearly 80 percent of the time since he was elected in 1982.
