North Carolina Board of Pharmacy v. The Rules Review Commission

In 1998, the North Carolina Board of Pharmacy set out new rules regulating the hours of pharmacists. The state's Rules Review Commission rejected the board's new rules on the grounds that wage and hour issues fall within the province of the North Carolina Department of Labor. Both a trial court and the state Court of Appeals also rejected the rules, and the board appealed to the state Supreme Court. Business groups want to ensure that the state Supreme Court affirms the ruling.
