Paid Family Leave in California: A Bad Idea at a Bad Time

Uses the RIM model to explore the costs to small business from a bill before the California Legislature in 2002, that would have imposed an employer mandate as part of paid family leave. The bill passed without the employer cost mandate, but it is expected to come up again in California in the future, and more than two dozen other states are expected to examine similar legislation.
