On Tuesday, the Senate set both Senate Bill 718 (the proposed constitutional amendment for state spending caps) and S.1220 (enabling legislation) for Special Order. Special Order is a priority slot on the calendar, which is a way to get around carrying the bill over and/or sending it to the back of the calendar to potentially never be taken up. The bills are currently in interrupted debate status on the Senate calendar.
Sen. Jim Ritchie (Spartanburg) took to the Senate floor last week for an update on the Conference Committee on Senate Bill 392, the immigration reform bill. He said the biggest difference between the House and Senate versions of the bill is that the House version would require employers to verify an applicant's legal status through the Department of Homeland Security's E-Verify program. The Senate version, however, would let employers continue using the Form I-9, which the government uses to verify a worker's legal right to work in the U.S. NFIB/South Carolina believes either E-Verify or the I-9 should be allowed to determine whether someone can legally work in the state.
