Health Insurance in North Carolina
The No. 1 issue for small-business owners across North Carolina is access to affordable health insurance for employers and employees. With the continued rising costs of health care, employers are finding it increasingly difficult to offer health insurance to their employees in today's competitive market.
Tax Relief in North Carolina
North Carolina's Business Tax Climate ranking by the Tax Foundation dropped from No. 30 in 2004 to No. 37 in 2007. North Carolina's low ranking compares more to states like New York and California than with neighboring Virginia and South Carolina.

North Carolina continues to search for new revenues. Discussion has turned to expanding the sales-tax base by eliminating exemptions, including business and professional services.

Personal Information in North Carolina
Legislation may be proposed in North Carolina requiring any person, business or government agency that owns, maintains or licenses computerized data that includes personal information to disclose any security breach of the system. Following discovery of the possible breach, the possessor must notify any resident whose unencrypted personal information was, or is reasonably believed to have been, acquired by an unauthorized person.
Tort Reform in North Carolina
The cost of liability insurance, the fear of being sued and the cost of defending oneself in court continue to be concerns of small-business owners. NFIB members believe persons wishing to file a civil suit should be required to attempt to settle differences with the potential defendant through a professional mediation process and, if unsuccessful, file an affidavit with the suit reporting the mediation results.
