Challenges to small business healthcare reform

Employer Mandate
Forcing small businesses by law to provide health benefits is a job killer. Mandating them to provide a benefit they can't afford won’t solve the problems of our healthcare system. 


An employer mandate:

  • Will cost America jobs and revenue, will inhibit economic growth and is particularly destructive in the current economic environment.
  • Is unfair to small employers and employees because it fails to address the real problems of the insurance market for small businesses – ever-increasing and unsustainable costs.
  • Doesn’t fix what’s wrong with our current healthcare system and, instead, substitutes a hefty, direct penalty on small employers who can’t afford to provide health insurance to their employees. 
 
Public Plan
We oppose a government-run healthcare plan. Instead, we must pursue and encourage options that can lead to lower costs, more choice and greater competition in the private market.
 
It’s just too easy to imagine we’d end up with a healthcare system run with the efficiency of the Post Office and the compassion of the IRS, at Pentagon prices. And that’s not the kind of health reform we need.
 
It’s critical that we maintain and encourage choice and flexibility in all healthcare reforms. We must also ensure that people have access to the care and services they need, at a cost they can afford.

Pay-or-Play and a Payroll Tax Penalty

A pay-or-play approach that levies penalties based on a payroll taxes is a destructive way to fund healthcare reform. Pay-or-play schemes that apply payroll taxes to firms not providing insurance focus their devastation on employees with the lowest incomes and firms with the thinnest profit margins.
