State Commission Seeks Small Business Feedback on Regulations

The Joint Commission on Administrative Rules (JCAR), chaired by state Sen. Frank Wagner, wants to hear from business owners about the challenges they face from regulatory agencies. 

The commission was established to ensure that regulations implemented by state agencies comply with the legislative intent of the laws and do not impose a significant adverse economic impact on a locality, business, or entity. JCAR may also review all proposed regulations that may have an adverse impact on small businesses. JCAR has the power to suspend any regulation before its final effective date, with the concurrence of the governor. To date, JCAR has weighed in on literally hundreds of regulations that impact businesses throughout Virginia.

The vast majority of new regulations in Virginia are not a result of Virginia legislative action but are imposed on Virginia businesses by the federal government. The president-elect has made it a goal of his administration to reduce federal regulation.

To that end, the commission is attempting to ascertain the extent of the regulatory burden in Virginia, the principal area of regulation that has had the most impact on your business, and any specific regulatory issues impacting your business. In addition, JCAR is also seeking information about the permitting process (most of which is regulatory) and whether or not an inability to obtain permits or the cost of obtaining permits is impacting your business.

Survey responses will be compiled and a report of the results will be provided to you. A copy of the results will also be sent to all members of the Virginia General Assembly, Virginia’s members of Congress, and the new administration.
