Gov. Sam Brownback defended the state’s 2012 tax cuts when he spoke at the NFIB/Kansas Small Business Day at the Capitol Jan. 27 in Topeka.

Despite criticism of the cuts, the governor said, “This is the best tax policy in America for small business.”

He said the cuts weren’t about increasing revenue but positioning Kansas for growth. “This is a good tax policy to target growth, which is what we’re after,” he said. “Now, it takes a while for that to transition into revenue to the state, because you’ve got to get the growth going.”

Before the cuts, he said, “We were declining pretty hard. We had several counties growing, and that was it.

“You’ve either got to say, ‘I’m fine with that,’ just us being in a slow decline over a long period of time, or you got to say, ‘No, I’m not fine with that. We have to figure out a way out of this,’ and that’s what we’ve put in front of people and it’s working,” he said. “It’s working well.”
