With the primary election over, lawmakers are expected to dig in and do some work at the Capitol this week.
The deadline to get bills out of committee is the end of March, so some key small business bills could see action this week. These include:
SB 68/HB 3718
These two bills would raise Illinois’ minimum wage to $10.65 by July 2016. SB 68 has been assigned to Senate Executive Committee and testimony is being heard this week in the House Labor Committee on HB 3718. NFIB/Illinois will be testifying against the measure.
SB 2758/HB 4595
These identical bills would mandate that employers with more than 10 employees set up automatic IRA retirement accounts through the state of Illinois, deducting 3% of an employees earnings to go in to the accounts. Employers are not subject to the law if they already offer a retirement option for their workers and employees may opt out. SB 2758 has been assigned to the Senate Executive Committee and HB 4595 has been assigned to the Finance Subcommittee in House Revenue. NFIB/Illinois will be testifying against the measures.
HB 4420/SB 2789
These bills would mandate that employers provide one hour of paid sick leave for every 40 hours worked by an employee, for full-time and part-time workers, with a minimum of 2 paid sick days per calendar year. This legislation targets employers with 20 or more employees starting January 1, 2015, with the threshold dropping to 15 or more starting 2016. Unused paid sick time will accrue and be carried over to the following calendar year. HB 4420 has been assigned to the House Labor Committee and SB 2789 has been assigned to the Senate Labor Committee. NFIB/Illinois will be testifying against the measures.
‘Ban the Box’
HB 5701 & HB 5638
While these bills are not identical, they both seek to “ban the box” on a job application that asks applicants whether or not they have pled guilty to or been convicted of a crime. Both bills have been assigned to the House Labor Committee.
