Why NFIB/LA Supports Constitutional Amendment 1

Statewide voter turnout for this fall’s primary ballot is expected to be about 20 percent or less, according to LaPolitics, but publisher Jeremy Alford, writing in the Baton Rouge Business Report, urges Louisianans to remember that there are constitutional amendments on the ballot that deserve attention.

The Public Affairs Research Council recently released its guide to the three proposed amendments that citizens will weigh in on Oct. 14:

  • Amendment 1 would establish a property tax exemption for construction work in progress
  • Amendment 2 would establish a property tax exemption for surviving spouses of first responders who die while on duty
  • Amendment 3 would create a subfund in the Transportation Trust Fund dedicated to construction funding

NFIB/LA supports amendment 1, which will help rein in housing and mortgage costs for homeowners and business owners and will prevent multiple layers of taxation on construction materials. Joining NFIB/LA in advocating for the amendment are numerous other groups and associations. According to this coalition of supporters, it is a long-held practice that any new construction is not placed on the property tax rolls until the project is completed, but amendment 1 allows Louisianans to make this practice permanent.
