Transportation Debate Rages On

A quick look at the session ahead for Wisconsin.

Republicans hold the largest majorities in the Wisconsin Senate and Assembly in decades, but the debate over transportation is still expected to be quite contentious. The 2017 legislative session convened on Jan. 3, and lawmakers remain divided about how to generate the nearly $1 billion needed to bridge the transportation budget gap.

To refresh: The Wisconsin Transportation Finance and Policy Commission recommends a gas tax increase, a new mileage-based registration fee, increased drivers’ license fees, increased commercial vehicle registration fees, and elimination of the sales tax exemption on the value of trade-in vehicles. Gov. Walker has pledged not to veto any tax or fee increases without reductions in other tax or fee areas. Wisconsin residents are also split on a gas tax increase, per a survey conducted by Wisconsin Manufacturers and Commerce.

 Democrats are working on agenda items of their own, such as proposals for a higher minimum wage and paid sick leave, but these are not expected to get far given the current makeup of the Legislature.
