SURVEY: State Must Consider Cost, Impact of New Rules on Small Business

North Carolina small-business owners surveyed by the state office of the National Federation of Independent Business overwhelmingly support legislation requiring legislators and state officials to consider the impact new rules and regulations would have on the state’s small businesses.

The survey shows 80.8 percent of respondents think the General Assembly should require a small-business impact analysis for each new bill or regulation that could affect small business, while 12.9 percent disagreed and 6.3 percent who were undecided.

“What happens sometimes is that legislators and state agencies make rules in a vacuum,” said Gregg Thompson, state director of NFIB/North Carolina, the state’s leading small-business association. “Officials don’t stop to consider the financial impact of the rules or the changes small businesses would have to make to comply with the changes.”

On a related question, 83.8 percent of respondents oppose efforts to expand the state’s sales tax to include business and professional services. “Extending the sales tax to include services is exactly the kind of short-sighted solution I’m talking about,” Thompson said. “It would create a tremendous bureaucratic burden on all kinds of small businesses. Before legislators even consider a tax increase on small business, they need to take a long, hard look at the state budget and make absolutely certain that no money is being wasted.

“Small businesses have to stick to a budget,” he said. “State government should do the same.”

Unlike other business groups, NFIB’s public policy positions are based solely on input from its members. Surveys such as the 2015 NFIB/North Carolina Member Ballot or a critical part of that process.
