Small Business in Good Shape as Legislature Ties Up Loose Ends

The Legislature’s regular session is scheduled to end on Friday, April 4, although lawmakers will return for a brief wrap-up session on April 30.

Here’s an update on some of the small-business bills NFIB/Kansas has been following this session:

  • HB 2447, a bill to codify liability protections for small businesses against trespassers, has passed the House and Senate, although in somewhat different forms. A conference committee is trying to come up with a version both chambers can agree on.
  • SB 311, a bill that attempts to preserve our non-economic damage caps, has passed the House and Senate. It also is before a conference committee.
  • SB 309, a bill to allow small businesses to form association health plans, has cleared both chambers and is awaiting action by the governor.
  • HB 2047, a bill calling for greater transparency in property taxes, also has passed and awaiting the governor’s signature. The bill makes it easier for property owners, including small-business owners, to see when local governments increase the assessed value of a property in order to collect higher taxes.
  • HB 2615, a bill giving the National Federation of Independent Business a seat on the workers’ comp high risk pool governing board, has passed the House. The pool has about 8,800 businesses. “We now will have a say in who manages the pool and how it is operated,” NFIB/Kansas State Director Dan Murray said.
  • HB2744, a bill that would mandate insurance coverage of autism spectrum disorders, has passed the House. NFIB opposes mandates on grounds they drive up the cost of insurance for everyone, but NFIB was successful in securing a provision that allows small businesses to opt out if compliance would significantly raise premiums.
