NFIB/CA Releases Statement in Opposition to Senate Bills 32 and 350

Date: August 19, 2015

Tom Scott,
NFIB/CA State Director issued the following statement today opposing Senate
Bill 32 (Pavley) and Senate Bill 350 (De Leon).

“Senate
Bill 32 would extend AB 32 (the Global Warming Solutions Act) by another 30
years, requiring the California Air Resources Board to further reduce
greenhouse gas emissions to 80% below the 1990 level by 2050. Small businesses are
already grappling with how to comply with AB 32, cap-and-trade, and stricter
regulations without cutting jobs, services, or simply closing their doors
forever.  The challenge has been that they are asked to comply with little
to no direction or instruction from the Air Resources Board. Sadly, SB 32 only
makes these challenges tragically worse for the average “mom and pop” business
by increasing these requirements – and again, with no clear direction as to how
those operators and owners can meet those goals without some adverse fallout
for the business and jobs.”

“Small
businesses in California currently pay three times more to comply with taxes
and thirty-seven times more to comply with regulations than larger
corporations, and yet they have fewer resources and staff to understand an ever
changing policy like the Global Warming Solutions Act. Our leading job creators
need policy that helps to encourage small business growth, jobs, and the
environment all in one – not draconian environmental policy that will take
these nervous owners and employees further down the road of uncertainty and
fear. The original law doesn’t expire for another five years, and it is
critical that we do a thorough economic impact analysis before extending it
another 30 years. We urge a no vote on this flawed legislation.”

“NFIB/CA is strongly
opposed to Senate Bill 350, which requires Californians to obtain half of their
energy from much more expensive sources by 2030. The bill also mandates an
unrealistic 50% reduction in oil usage by cars, as well as a 50% increase in
the energy efficiency of all buildings, by 2030. This incredibly expensive
piece of legislation will have an adverse effect on energy, jobs, and the
economy in California in both the short and long term. And giving even more
power to the unelected, unaccountable California Air Resources Board adds
insult to injury. We urge a no vote on this Main Street Menace.”
