NFIB/CA Releases Statement in Opposition to ACA 4 and Senate Bill 3

Date: August 19, 2015

Tom Scott,
NFIB/CA State Director issued the following statement today opposing Assembly
Constitutional Amendment 4 (Frazier) and Senate Bill 3 (Leno).

“NFIB/CA urges a no
vote on Assembly Constitutional Amendment 4, which would make it much easier
for local governments to increase special taxes – including most local taxes
such as local sales and use tax, transactions tax, etc. – that are earmarked
for transportation. The bill reduces the constitutional 2/3 requirement for a
local tax increase to a much lower 55% threshold.”

“Now is not the time
to make it easier for those in government to increase taxes. The legislature
should be focused on making it easier for small businesses to operate in
California, not harder by increasing costs and mandates. Local tax increases
always hit small businesses the hardest.”

“NFIB/CA is urging a no vote on Senate Bill 3,
which would raise the California minimum wage to $13.00 an hour and index it to
inflation. This adds insult to injury to already struggling, uncertain small
business owners and their employees who are still facing uncertainty with the
ongoing implementation of AB 10 (Alejo), which still has yet to take full
effect.”

“A previous study
shows the long term harm of raising the minimum wage right now. The study,
conducted by NFIB’s Research Foundation in Washington D.C., found that the
long-term effect of AB 10 would be the loss of jobs and economic productivity
in the state.  Depending on the future rate of inflation, the passage of
AB 10 could result in more than 68,000 jobs being lost in California over a
ten-year period and a reduction in real output of $5.7 billion. SB 3, if
passed, would make these terrible matters worse.”

“The last minimum
wage increase has not even taken effect yet, but the Legislature and organized
labor are already fighting for more. If SB 3 passes, it will cost small
businesses over $12,000 annually for each full-time minimum wage employee, and
would only serve to increase consumer costs across the board at a time when our
economy is still struggling.”
