Health Care - $90 Million Payroll Tax & Increased Employer Assessment

Gov.
Shumlin proposes to raise $90 million via a .7% payroll tax so that his
administration can lower health insurance premiums by 5% over what they would
have otherwise increased.  Although the
Shumlin Administration encouraged business owners to drop their coverage; an
increase of the Employer Assessment is being considered as a possible funding
mechanism for the $120 million budget shortfall.
