For the legislative week ending April 17

Date: April 17, 2015

The Legislature is hoping to adjourn April 19, the 90th day of this session. As is usual, there are still many moving parts needing resolution before then.
Restitution
Senate Bill 5, the restitution issue, has passed the House and Senate and will soon be on its way to the Gov. Bill Walker for his signature. We will be sending a letter of support to the governor. NFIB/Alaska Leadership Council member Chris Nettels has been a great witness for small business all the way through the legislative process. Thanks Chris!
Gas Tax
House Bill 158 that adds $0.0095/gallon tax to most refined fuels has passed both the House and Senate. We expect the House to agree to the Senate amendments and send it on to the governor.
Veterans’ Hiring
House Bill 6, which allows private employers to offer a veterans preference in hiring, looks like it will make it this year.
Marijuana
It is beginning to appear that the marijuana issue will be addressed by creating a board parallel to the Alcoholic Beverage Control Board, using the same staff. There may be some added legislation, but the major bill, Senate Bill 30, has been sent to interim hearings by the House Judiciary Committee.
State Budget
The budget is moving along with the capital being worked on by the House Finance Committee and the operating budget in conference committee. The budgets are substantially smaller than last year. 
Medicaid Expansion
The Medicaid expansion and reform bills have still not gotten to either floor for a vote. It is beginning to look like there will be a special session to address these issues. However, don’t count anything out just yet.
