Can the Legislature Adjourn Early?

That is the question on everybody’s mind as the legislature has completed a significant amount of their work with May first approaching.  The biggest hang-up to accomplishing that goal, adjourning before Monday, May 19th, will be the passage of a bonding bill.  Bonding bills require a 60% majority of the legislature and that forces the majority party to work with minority party members to achieve a compromise.

Last session, legislative leaders agreed to have an $850 million bonding bill and now Governor Dayton is urging legislative leaders to break that agreement and bond for more due to extremely low interest rates.  This could be the real hang-up that will delay the session, possibly right up to its constitutionally-mandated adjournment date.  Below is an update on the latest.
