Bill Would Keep Construction Crews Working, But Delay An Unemployment Extension

A $10.8 billion bill that would keep the Federal
Highway Trust Fund solvent through May 2015 – and keep construction crews on
the job – easily passed in the House Tuesday and is expected to pass through
the Senate with few changes as early as next week. President Obama and other
Democrats favored a long-term measure, but Obama said he would sign the stopgap
measure. The AP says the President is promoting a $302 billion plan that would
last for four years.

The
ramifications of the measure go beyond transportation funding. The Wall Street
Journal said many states are eager to see the fund extended because they have
been using gasoline tax revenues for non-transportation purposes, and a freeze
to the Federal funding could hurt their bottom lines. In addition, Politico
says the passage of the House bill means another delay in an extension of unemployment
benefits insurance, since the House measure is funded with the same money the
main Senate advocates of an unemployment extension had hoped to use.
